Order HereThe Irish Aviation Authority (IAA)—along with Iceland’s airports and air navigation services provider ISAVIA—are creating the first cross-border aeronautical communications center, with the installation of mirror voice communications control systems (VCCS).
The Irish VCCS is located at the IAA’s North Atlantic Communications Centreand ISAVIA has an identical VCCS at its communication facility at Gufunes in Iceland. Both individual units will be able to operate as one Virtual Centre, allowing the two VCCSs to be operated either independently in stand-alone mode or connected in joint-operation mode. This will give operational staff access to all resources and functionality of either VCCS.
The Rohde & Schwarz VCS-4G system will be used to provide aeronautical communications services, using High Frequency (HF), Very High Frequency (VHF) and SATVOICE operations on up to 30 separate receivers in the Shanwick and Reykjavik Oceanic Control areas under joint operations with ISAVIA’s long-range communications provider Iceland Air Radio. The VCS-4G is fully Internet protocol (IP)-based and complies with the EUROCAE ED-137 voice over IP (VoIP) standard.
IAA director of ATM operations and strategy Peter Kearney said the Virtual Center concept “will ensure business continuity by reassigning resources and supporting infrastructure in the event of a catastrophic facility failure either at Ballygirreen, Ireland or Gufunes, Iceland. This communications switch will also provide the necessary infrastructure to grow our business.”
In a separate European cross-border development, the ANSPs of the Functional Airspace Block Europe Central (FABEC) have increased the membership of the FAB’s international audit cooperation team IntACT. IntACT was founded by DFS (Germany), DSNA (France) and Skyguide (Switzerland), and now also includes the Air Navigation Administration (ANA) of Luxembourg, Belgocontrol (Belgium) and Eurocontrol’s Maastricht Upper Area Control Centre (MUAC).
The IntACT team is auditing all areas of air navigation services including the operational units, the technical branches, all supporting processes, and the safety management systems (SMS). The SMSs of DSNA, DFS, MUAC and Skyguide have been audited by an IntACT team completely independent from the audited organization. The IntACT team conducted 58 audits in the first reference period (2012-14), including the inspection of technical infrastructure at Belgocontrol.
This year, six audits have already been conducted and a further 10 are planned before the end of the year. In addition, DFS has undertaken a Local Safety Survey on a trial basis using workshops conducted by operations personnel at one of its tower units within the framework of IntACT.
FABEC covers the upper and lower airspace of Belgium, France, Germany, Luxembourg, the Netherlands and Switzerland.
